ASA’s Advocacy efforts continue to gain significant traction
Packaging and extending producer responsibility, climate-related disclosures and PFAS lead distributor among top bills of interest for distributors.

Throughout the year, I have highlighted the many benefits that are available to you as an ASA member, whether you are a wholesaler, supplier or rep.
But the one that very well may be worth the price of admission alone is what ASA continues to do at an elite level on the legislative, regulatory and codes and standards fronts at both the federal and state levels — protecting the best interests of ASA members. ASA’s Advocacy efforts, spearheaded by ASA Vice President of Advocacy Steve Rossi, continue to gain significant traction in Washington and state capitals nationwide.
Although, as Steve points out, the close of the 117th Congress delayed progress on several key legislative priorities, momentum is strong heading into the 118th Congress, with those initiatives expected to advance. ASA remains a leading voice on critical issues impacting the PHCP-PVF supply chain, including taxation, water quality, workforce development and distribution-focused policies.
State-level advocacy efforts
ASA remains actively engaged in California’s legislative landscape, monitoring key developments and responding where necessary.
Current bills of interest include those focused on packaging and extending producer responsibility, climate-related disclosures, and PFAS (per- and polyfluoroalkyl substances) regulation.
Beyond California, ASA has partnered with its water-quality coalition allies to educate lawmakers in states such as New York, Wisconsin and Missouri, Together, they have advocated for policies that protect water quality while addressing potential negative impacts on wholesalers and manufacturers.
Political Action Committee progress
The ASA Political Action Committee (PAC) experienced a successful 2024, marked by increased participation from ASA volunteer leadership — thank you to everyone who contributed to this critical endeavor.
This momentum, Rossi notes, translated into real electoral impact with 31 of 35 federal candidates supported by the PAC, winning seats in Congress.
The results underscore the ASA PAC’s growing influence and the dedication of its supporters in advancing the industry’s legislative priorities.
In fact, during the 2023-2024 election cycle, the ASA PAC achieved a historic milestone by raising more funds than any other cycle over the past 25 years. This achievement reflects the growing engagement and commitment of ASA members advancing industry priorities through political advocacy.

Codes and standards
Throughout 2025, ASA has actively participated in key codes and standards meetings hosted by organizations such as IAPMO, ICC and ASSE. These engagements reinforce ASA’s commitment to shaping codes and standards that reflect the needs of our industry.
With a strong 85% success rate on supported proposals, ASA continues to make a meaningful impact on the regulatory landscape.

While we work in an industry that helps ensure the safety and health of our nation, it also is paramount that the companies and employees that comprise this great industry are able to function at the highest levels possible.
The PHCP-PVF industry’s voice in the nation’s political process helps you use your voice to impact the policies that affect your company and our industry.
And it’s the efforts of the ASA Advocacy office through continuously engaging decision-makers on Capitol Hill, at the state level and in the codes and standards meetings that empowers our members to have a voice.
